Since 2022, BERK has worked as an extension of staff to make strategic updates to the City of Covington’s municipal code in response to changing state laws and community priorities. We supported the City’s 2024 Comprehensive Plan and implementing code updates for emergency housing, middle housing, and accessory dwelling units.

We are currently working on additional code updates for parking, co-living housing, and re-use of existing buildings. We also supported staff in successfully pursuing grant funding to update design standards and construction standards to reduce barriers to infill development and foster a vibrant downtown. We are making these code updates as part of a multidisciplinary consultant team. In BERK’s work updating the City’s code, we look for opportunities to strengthen and streamline the existing code, efficiently draw from resources provided by the state and peer jurisdictions, and to tailor the code to Covington’s unique context in collaboration with staff, Planning Commission, and City Council.
