Since 2013, BERK has partnered with PC Parks to transform their park system planning: from strategy development and impact fee analysis to community-driven visioning and fiscally sustainable actions.

The 2014 PROS Plan marked the County’s first commitment to fiscal sustainability as a core value. Building on that work, BERK led community engagement to shape a bold Vision and delivered practical funding recommendations, including community partnerships and impact fees.

After the County adopted the impact fee, we translated goals into a focused, action-oriented PROS Plan that put implementation first. We revisited impact fees and led the latest update of the PROS Plan in 2026 to support resilient, well-funded parks for years to come.
