West Richland Lewis and Clark Ranch Subarea Code

BERK led a multidisciplinary consultant team, partnering with the City of West Richland and the property owner to prepare the EIS, Subarea plan, development regulations, and Planned Action Ordinance for the Lewis and Clark Ranch Subarea. A key outcome was a new hybrid form-based code supporting walkability, sense of place, and housing options, reflecting the City's vision for traditional neighborhood design. This included a new Zoning Code chapter with development standards and street cross sections, plus amendments to existing municipal code for consistency and streamlining. Adopted in early 2026, the new code emphasizes clarity, usability, and helpful graphics and tables.
